1. Emphasises that a highly skilled and educated labour force is one of the most significant of competitive advantages and, that high-quality vocational education and training contributes fundamentally to the creation of a functioning single internal market, and that these should be constantly adjusted to the needs and developments of the European labour market by cooperation and more dynamic exchanges among all stakeholders;

Calls on the Commission to reinforce the interacimprove coordination between the existing qualification recognition systems, such as Directive 2005/36/EC on the recognition of professional qualifications, the Bologna Process in higher education and the European Qualifications FrameworkCopenhagen process for professional training, while also making better use, in particular, of the European Qualifications Framework (ECF) and the European Credit system for Vocational Education and Training (ECVET), and developing Europass;

Notes that it is important to remove all barriers to labour mobility from anfacilitate mobility of workers within the internal market perspective; points out the significance of the Directive on the recognition of professional qualifications and calls on the Commission to take account, on the basis of the ongoing review of the directive in order to strengthen European vocational education and training, to reform the existing systems for the recognition of professional qualifications;
