Warmly welcomes therefore the Commission's intention, as specified in the Communication on the Single Market Act of 13 April 2011, to propose an EU legal instrument defining the terms for access of third-countries' businesses to EU public procurement markets to create an actual level-playing field; calls on the Commission to submit a proposal by the end of 2011 at the latest; underlines that this instrument should provide for appropriate solutions to the problems associated with extraordinary low bids, which distort procurement and penalise companies from EU Member States;
