Draws attention to the fact that although the Charter promotes the equality of men and women and in addition has specific provisions on the maintenance or adoption of measures providing for specific advantages in favour of the under- represented sex, positive discrimination also creates victims and that it is essential to avoid all types of discrimination as it is morally wrong;
