Believes the EU is faced with serious skills shortages and mismatches which are hindering economic growth; notes that in the EU there are over 1.85 million unfilled vacancies; is concerned that the latest results of The Survey of Adult Skills (PIAAC) conducted by OECD and supported by the Commission’s DG Education and Culture show that 20% of the EU working age population has low literacy and low numeracy skills and 25% of adults lack the skills to effectively make use of ICTs;
