Reminds that the digital divide represented by the connectivity gap between rural and metropolitan areas needs to be closed since the EU cannot afford to miss opportunities to connect rural areas, that are largely behind in the light of the results of the EC's Digital Economy & Society Index (DESI) - broadband is available to 71% of European homes but only to 28% in rural areas, mobile broadband (4G and others) is available to 86% of European homes but only to 36% in rural areas;

Highlights the need to align the basic rules for the allocation of new spectrum within the 700 MHz band for wireless broadband and to consider awarding sufficiently long-lasting licences so as to give predictability to investorsand certainty of investment return, while stressing that an agreement on the harmonisation of the full set of spectrum bands below and above 6 GHz is strategically important for 5G deployment and needs to be reached by the end of 2017;
