16a. Calls on the Commission and the Member States to make sure that any changes and decisions in automotive sector should be taken as closely as possible to the EU citizens. A departure from this presumption should not be taken for granted but be justified with sufficient detail and clarity so that an EU citizen can understand reasons leading to the conclusion that the EU actions are necessary.
