1a. SME's account for more than 2/3 of the industry's employment, therefore the well-being of SME's is key to reducing unemployment, and fostering future employment, prosperity and growth in the EU. Given the high and difficult competition that EU's SMEs are facing with growing emerging countries, and that the financial crisis has further accentuated their daily difficulties, support for SME's must be considered a priority. Proposes : setting ambitious targets for additional substantial reductions of administrative burdens and simplification of SME's administrative environment, particularly in what concerns Start -up firms; further simplification of financial aid rules and of European initiative frameworks such as JASMINE or JEREMIE; increase even more the EIB's role in easing SME's access to finance, and implementing new positive strategies to encourage entrepreneurship;

3. Considers that given the reducing productivity gap with emerging countries, the EU must work harder in increasing its competitive advantage, therefore a new long term- strategy for a sustainable EU industry should achieve a fair shift in employment to low-carbon industries, make knowledge and creativity the main resource of people, companies and regions, and actively support innovation, investment and job creation in new areas particularly ensuring access for young people in these new areas. To thrive in the internalization of EU's companies and particularly of its SMEs will also be key to strengthen our competitiveness and potential growth in a globalised world;

4. Considers it necessary to build up the competences of all workers in order to ensure re-skilling and anticipate skills needs for new jobs, this will be particularly important as a strategy to reduce unemployment and particularly young unemployment which is at its highest peak in the EU due to the crisis. This should be financed by public and private spending and be coupled with a refocusing of the ESF, providing tailor- made solutions for education and training; The renewed efforts to address skill gaps in many industries should make the issue a priority in several policy areas such as education, labour market policies and science policy. There will also be a need for monitoring of emerging skills needs and establishing skill councils by sector at EU level including social partners;

6a. Calls on the Commission to vigorously apply EU Competition policy to further eliminate obstacles in the well functioning of the Single Market, stronger supervision of markets in each industry will be vital for this aim. It is crucial to put forward a major restructuring of the EU's industry in order to enhance productivity and underpin economic recovery of growth and jobs and secure the European social model. An efficient functioning of the Single Market is essential so that potential economies of scale and scope at European level can be fully exploited;

Calls on the Commission to further development of the integrated approach, bringing together all policies which have an impact on industry and particularly in job creation in EU's industry; sustainability, regional policies, social policies, education, trade, competition, and macroeconomic policies among others;
