Considers that the financial envelope indicated in the legislative proposal can only be compatible with the ceiling of heading 4 of the multi-annual financial framework (MFF) under the condition of adjusting the ceiling according to the provisions laid down in the Interinstitutional Agreement (IIA)of 17 May 2006 on budgetary discipline and sound financial management; points out that the annual amount will be decided within the annual budgetary procedure;
