Should it be established that the requirement referred to in Article 31(2) cannot be met, the Member State concerned, in addition to the measures to be taken pursuant to paragraph 1 at national and regional level, shall require farmers who have areas which had been under permanent grassland and pasture and were then converted to other uses to reconvert them into permanent grassland and pasture.
