Points out that whilst a breakthrough has been made with the appointment of Gender advisers in ESDP operation, the main challenges are still the lack of a concrete EU gender policy – particularly a policy tailored to address security aspects, a lack of gender understanding and gender awareness and/or an unwillingness to consider its importance, and a lack of pre-deployment on gender;
