Urges the Commission to ensure that the design and quality of the work performed by the directors of paying agencies and the certification bodies provide a reliable basis for the assessment of the legality and regularity of underlying transactions; maintains that in order to achieve this, the Commission should work towards the goal of a single audit strategy for the CAP control system;
