Points ouNotes that the carryovers aremay often be partly or fully justified by the multiannual nature of the agencies’ operating programmes and do not necessarily indicate weaknesses in budget planning and implementation, nor are they always at odds with the budgetary principle of annuality; acknowledges the factnotes that the carryovers are in many cases planned in advance and communicated to the Court; calls for a clear definition of planned and justified, as the expenditure could not be implemented in 2015 due to reasons outside the control of the Centre;
