(5) In compliance with the Communication on ‘A Budget for Europe 2020’, the scope of the EGF should be broadened to facilitate the adaptation of farmers to a new market situation resulting from international trade agreements in the agricultural sector and leading to a change or a significant adjustment in the agricultural activities of the affected farmers so as to assist them to become structurally more competitive or to facilitate their transition to non- agricultural activitieinclude the agricultural sector. Seeking balanced agreements to safeguard European farming interests has to remain the priority for the Union. The inclusion of the agricultural sector in the EGF should not, therefore, give rise to the assumption that any agricultural concessions made would be compensated for after the event. The conclusion of balanced international trade agreements may, however, greatly alter the economic context in which farmers work. Farmers should therefore be eligible to receive support enabling them to adapt and to enhance their competitiveness.
