Wishes to invite the national parliaments to take part, each year, in a joint public debate on national and Community budgetary policy guidelines, prior to consideration of the respective draft budgets, in order to establish from the outset a framework for joint reflection on the coordination of Member States’ national policies, while also taking into account the Community contribution;
