Notes with concern the decrease of over EUR 1 billion in commitment appropriations for Heading 4 (Global Europe), which would result in a budget for external action lower than during any of the three preceding years; believes that in the current international context, the EU needs to assume more, not less responsibility and that it must be endowed withRecalls that as one of the largest contributors to the EU prepares to leave and in line with the time tested principle of living within your means the European Parliament welcomes the ndecessary financial resources in order to be able to do so; calls for the margin of over EUR 200 million in Heading 4 to be allocatedrease of over EUR 1 billion in commitment appropriations for Heading 4 (Global Europe);
