1. Notes that the budgetary year 2021 is the first of the 2021-2027 multi-annual financial framework (MFF); further notes that the bulk of external action spending is concentrae alarming increase of many Member States contributions to the Union budget following the withdrawal of the United Kin the Neighbourhood, Development and International Cooperation Instrument (NDICI), on which inter-ingdom from the Union; notes the European Council’s complete disregard for rule of law - exemplified by the loans for grants scheme in violation of Article 311 TFEU which will diminish the stiatutional legislative negotiations are still ongoingre of Europe as a bastion of rule of law in the world;

3. Rejects the deep cuts to heading 6 in the European Council agreement on the MFF of 21 July 2020, which would leave the NDICI at a lower level than its predecessor instruments during the current financial programming periodWelcomes all real-term cuts to the MFF;

Calls for indecreased funding levels for all geographic and thematic programmes under the NDICI, in line with its first-reading position on the latter; reiterates its position that theacross the board - including geographic and thematic programmes withinunder the NDICI, including on human rights and democracy and on EU elections observation missions, should be reinforced in order to allow the Union to maintain its strong role in these priority areas;

Welcomes the stronger focus of the funding under the Instrument for Pre- Accession Assistance (IPA III) on the so- called fundamentals, notably democracy, the rule of law, respect for human and fundamental rights, good governance and civil society, as well as people-to-people contacts.; reiterates that no IPA funding shall be made available to Turkey;
