Calls on the EU to improve its coordination with other donors and international financial institutions and calls for joint programming with its Member States; considers that better coordination with the Member States is necessary in order to achieve a common approach to the short- and medium-term goals of the EU's cooperation with neighbouring countri, including through the implementation, in the Southern Neighbourhood, of the AMICI initiative ("A Southern Mediterranean Investment Coordination Initiative"), which aims at bringing together the EU, MS, EFIs, as well as IFI´s and other multilateral and bilateral donors as appropriate, in partnership with partner countries, to promote coordination, complementarity and synergies in investment - related programmes;

Calls for the ENP to be developed into a more tailor-made and flexible policy framework able to adapt to the diversity that exists; underlines that differentiation should not take place not only between Eastern and Southern partners but alsorather among the ENP countries themselves; notes that more differentiation and tailor made approach should be based on ownership and joint interests, without rigid classifications or ranking of partners and building on a comprehensive joint evaluation of the potential of our relationship with each partner;
