Calls for national capacity mechanisms only to be authorised where a detailed analysis of the production and supply situation at regional level has been carried out in advance and a bottleneck has been identified which cannot be eliminated by less stringent measures such aon the Commission to develop a methodology on power system adequacy to ensure that the assessment of security of supply and system adequacy is done by Member States in a uniform manner and within a European perspective; stresses in addition the need for the Commission to ensure that ‘energy only’ markets deliver the effective stimulus and security of supply across Europe so as to avoid the development of national capacity market mechanisms as strategic reserve; ubstitutes to a functioning internal market ;
