3. Welcomes that a number of earlier recommendations of ECA were implemented, but notes that an earlier recommendation to ensure that international organisations provide the ECA with complete, unlimited and timely access to documents for carrying out its audit work, is only partly implemented; whilst recognising the Commission’s efforts in this regard, asks the Commission to intensify its dialogue with the organisations concerned to achieve tangible results; further highlights the need to address shortcomings in funding aimed at tackling the root causes of migration in North Africa and the Horn of Africa; emphasizes the importance of implementing more effective border control mechanisms, combating migrant smuggling, and supporting policies on return and readmission;

4. Given the ongoing battle for narratives in most regions of the world, insists that implementing partners comply with visibility rules, further notes the fact that, while the EU and EU Member States collectively account for the single largest financial contribution to the UN system and are the leading donors of ODA globally, the tangible impact of these contributions in enhancing the EU’s geopolitical position and visibility in partner countries remains significantly below expectations; whilst recognising the shared values and objectives of the EU and the UN system, calls for the review of EU visibility rules to make the EU’s financial contribution to projects implemented by UN and other agencies recognisable;

5. Welcomes the positive examples provided by the ECA on effective controls implemented by the Commission; regrets, however, in that context, that the ECA found that EU Delegations do not always have enough budget to conduct sufficient field visits for monitoring the implementation of project activities and the achievement of intended results; calls for sufficient budgetary means to conduct such field visits; notes with particular concern that despite the particularly worrying situation of refugees in Benue State, Nigeria, the EU Delegation has not yet officially visited the region;

Urges the Commission to intensify its efforts to support Member States in addressing the root causes of migration effectively and preventing the departure of migrants; emphasizes the importance of fostering equal partnerships in development cooperation, grounded in mutual respect and shared responsibilities; stresses in this context, that partner countries must fulfil their obligations regarding the tackling of irregular migration, including the facilitation of return and readmission processes;
