Notes with concern that the Commission has stopped following up on the Agency's recommendations on substitution of substances of very high concern in 2013 in the context of authorisation pursuant to REACH; is concerned that this unilateral moratorium not only undermines one of the pillars of REACH, but also jeopardizes the building up of proper staff competences in the Agency;
