Calls on the Commission to ensure that Member States comply with these principles when adopting and supervising the implementation of operational programmes, including tackling the causes of structural inequalities;adopt guidelines in line with the Decision of the European Ombudsman, closing her own- initiative inquiry OI/8/2014/AN, and in line with the principles of partnership, non-discrimination, equal opportunities, accessibility for persons with disabilities and sustainable development, to ensure that the fundamental rights enshrined in the Charter of Fundamental Rights of the European Union are complied with when EU cohesion policy, as the most visible tool of EU solidarity, is implemented by Member States, including the planning, management, control system, monitoring and complaint-handling of the programmes, as well as calls on the Commission to monitor the effective use of the European Code of Conduct 5 a with regards to the partnership principle and the involvement of civil society, and to create a clear and transparent framework in which civil society can contribute to the Commission's supervisory role and provide invaluable feedback on the actual implementation of Operative Programmes. __________________ 5a Commission Delegated Regulation (EU) No 240/2014 of 7 January 2014 on the European code of conduct on partnership in the framework of the European Structural and Investment Funds. Calls on the Commission to support the Members States to make use of the funds; emphwith clear guidelines and technical assises the need for a special focus ontance to ensure that appropriate solutions are founding measures that go beyond targeted action under to provide equal opportunities for marginalized groups, in line withe thematic objective for social inclusion, combating poverty and any discrimination, thus providing for a more integrated and systematic approach; principles of partnership, non-discrimination, equal opportunities, accessibility for persons with disabilities and sustainable development, particularly in the fields of abolition of school segregation and supporting labour market inclusion and community building.

Welcomes the approach that all strategic and operational policy arrangements including sufficient administrative or institutional capacity, are to be in place before the investment is made; encourages the Commission to monitor thoroughly the fulfilment of those conditions and to ensure that complementary actions are taken by the Member States, especially those which are affected by infringement procedures or judgments of EHRC regarding discrimination, in particular in the field of promoting inclusion and combating poverty and discrimination;
