Stresses that additional financial resources are required in order to provide local authorities, social partners, social and economic actors, civil society and volunteer organisations with direct financial support for measures aimed at swift integration of refugees and asylum seekers into society and the labour market; considers that a new financial instrument, directly managed by the Commission, could be most suitable for this purpose;
