Calls on the Commission to rapidly create the legal and regulatory conditions to guarantee the freedom to provide digital media content services and to ensure the dissemination and reception of digital media content from regions where minorities live, so that they can watch and listen to content in their mother tongue without geo-blocking of this content if it is broadcast or provided from another country; points out that subscribers should thus be given a unique, non-transferable personal code to ensure that this digital content is protected;
