Recalls that framework agreements and subcontracting are a means of opening up established supply chains for the benefit of SMEs; callpoints onut the Member States, the European Defence Agency and the Commission to work together to help SMEs consolidate andat these means have been in place for a long time now and have proved very effective; encourages the Member States to go even further in their efforts to promote short supply chains and thus facilitate their access to defence procurement for local and national SMEs;
