Emphasises the importance of applying waste hierarchy as a prerequisite for achieving a circular economy; furthermore recognises a negative trend of investment of ESI Funds into lower levels of the waste hierarchy, in particular mechanical biological treatment (MBT) facilities and incineration, which canin some cases leads to overcapacities and long-term technological lock-in, thus jeopardising the achievement of EU recycling targets;
