20. Given that fossil fuels account for 75% of the primary energy supply in heating and cooling, and therefore for more than 37% of the EU’s total energy consumption, points out t~~o the Commission~~hat the possibility of including those sectors in the EU ETS~~, including fuel combustion facilities with a capacity of less th~~ will increase fraud, which, according to Europol estimates, amounted to EUR 5 billion in the years 2008 and 20 MW09;

22a. Maintains that insulation programmes for old buildings in Europe require investment on such a scale that ECB monetary facilities (quantitative easing), the implementation of which should be delegated to national central banks for the benefit of the real economy, would be the only means capable of meeting the challenge; points out that money printed for that purpose would be recouped through the savings made and that it would constitute a profitable investment and a major sustainable development project for Europe;
