Notes that the Commission, in its EMU package, proposes again to transfer cohesion policy resources towards measures linked to the European Semester when establishing a new reform delivery tool; is of the opinion that there is no clear demarcation line between the actions supported under the SRSP and those under the new tool; rejects the attempt from the Commission to deviate once again cohesion policy resources towards new instruments;
