4. Believes that an ambitious and effective EU foreign policy needs to be based on acommon European values and shared vision of key European interests, values and objectives in external relations and on a common perception of the threats affecting the EU as a whole; welcomes the commitment of the HR/VP, on the basis of the mandate from the European Council of December 2013, to initiate as a matter of priority a process of strategic reflection on the EU’s foreign and security policy, which should involve a wide range of stakeholders, including Member States, European institutions and the European public; insists that this reflection should lead to a new European Security Strategy in order to respond to the new threats and challenges;

Points out that energy ihas increasingly being used as a foreignn important foreign and security policy tool and recalls that energy cooperation lies at the foundation of European integration; calls foremphasises the importance of building a European Energy Union aiming to increased coherence and coordination between foreign policy and energy policy and to diminish EU's dependency on a single energy supplier by enhancing EU's energy sustainable production and by diversifying energy routes and sources; takes the view that energy security should be part of the comprehensive approach to the EU’s external action, considers the energy resources to have a critical impact on security aspects and believes that energy policy must be in line with the Union’s other priority policies, including its security, foreign and neighbourhood, trade, and development policies, as well as its policies in defence of human rights; recalls the necessary cooperation between the European Parliament, European Commission, Member States in order to achieve these strategic goals;

Takes the view that a new approach to the EU’s relations with its eastern neighbours is needed; believes that supporting those countries that want to draw closer to the EU must be a top priority for EU foreign policy; is committed, in accordance with Article 49 TEU, to the European perspective for the EU´s eastern European neighbours; believes that greater security and stability in the region could be achieved by enhanced security and defence cooperation with associated Eastern European partners within the Eastern Partnership framework;

Welcomes the results of the parliamentary elections held in Ukraine and Moldova in October and December 2014 respectively, and urges the Governments of Georgia, Moldova and Ukraine to progress with reforms relating to political and economic governance and the rule of law; calls on the HR/VP to use all available political, security and economic tools to provide comprehensive support to the Ukrainian, Georgian and Moldovan Governments on this path;

Urges Russia to honour its commitments and obligations, including those enshrined in the UN Charter, the OSCE Helsinki Final Act and the Budapest Memorandum; strongly condemns Russia´s military intervention and hybrid war against Ukraine, as well as the illegal annexation of Crimea and the steps of similar nature vis-a-vis Abkhazia and South Ossetia, territories of Georgia; urges Russia to de- escalate and to withdraw its troops from Ukrainian, Georgian and Moldovan territoryies; calls for the immediate and full implementation of the Minsk Protocol;

30. Supports the sanctions adopted by the EU in reaction to the Russian aggression against Ukraine and stresses that these are scalable and reversible, depending on the fulfilment of the Minsk agreement; calls on the HR/VP to establish clear criteria for addressing further application or lifting of sanctions vis-a-vis Russia as well as for resuming the dialogue with Russia on visa liberalisation, partnership for modernisation, post-PCA negotiations and takes the view that these criteria should include: 1) complete withdrawal of the Russian armed forces from the occupied territories of Ukraine and from the Ukrainian border region; 2) restoration of the Ukrainian jurisdiction in Crimea; 3) non-recognition by Russia of puppet terrorist groups functioning on the territory of Ukraine; 4) non-use of force and other forms of violence; 5) safe return of refugees and internally displaced people to their homes; 6) respect for the right of Ukraine and other Eastern Partnership countries to solve the matters concerning their bilateral relations with the EU independently and without any external pressure;

Emphasises the need for the EU and its Member States to speak with one voice vis-à-vis Russia; calls on the HR/VP to develop, as a matter of priority, a common EU strategy on Russia, aimed at securing a commitment from Russia on peace and stability in Europe; believes that a good relationship between Russia and the EU would beRussia on having good relations believing that a good relationship between Russia and the EU, based on comprehensive legal obligations covering all the main areas of relations, including the defence of human rights, respect for democratic values, principles of the rule of law and international treaties and commitments, is in the common interest and hopes that Russia will show itself open to such a development by respecting international law;

Is of the view that misinformation campaigns and propaganda activities pursued by Russia are directed at diminishing the unity and solidarity of the EU and undermining its fundamental values; calls on the HR/VP and the Commission to prepare and present a communication strategy to counter the Russian propaganda and to develop instruments that would allow to address the propaganda campaign at European and national level; urges further cooperation with NATO on strategic communication issues;
