Urges the Commission to propose compulsory green public procurement procedures; considers that reused, repaired, remanufactured, refurbished and other resource-efficient products and solutions are to be preferred in all public procurement, and if they are not preferred, the ‘comply or explain’ principle should apply; calls on the Commission to systematically encourage local approaches and short supply chains, even at the expense of the principles of competition and free trade;
