Recalls the need to ensure coherence between internal and external EU policies, and stresses that targeted cultural and educational policies can support key EU foreign and security policy objectives; reiterates the role of intercultural dialogue throughthat Member States can play in the field of cultural diplomacy, and maintains that the EU should draw on the strategic partnerships Member States have developed with third countries over the years, with a view to making intergovernmental collabooperation asin the cultural sphere a tool for peace building andand for conflict prevention;

Regrets the fact that the 2014 annual report on the common foreign and security policy does not refer to cultural diplomacy, and underlines the need for the Member States to initiate a strategic approach to culture and intercultural dialogue, which should be reflected in the EU’s external relations;

Calls for the EU and the Member States to support international efforts to set up a rapid reaction mechanism for the protection of cultural heritage sites; stresses the need, in line with Council of Europe Parliamentary Assembly Resolution 2036 of 29 January 2015, for special attention to be paid to Christian buildings, which are currently being destroyed deliberately on a massive scale;

Encourages the participation ofNotes that eligible third countries may take part in the main EU programmes in the field of education and culture, such as Erasmus+, Creative Europe and Horizon 2020; stresses, nonetheless that priority should be given to making sure that those programmes work well inside the Member States, and points out in this connection that Erasmus+ funding has been frozen for more than a year now in Greece.
