Is deeply concerned about the fact that between 2010 and 2014 investment in education and training fell by 2.5 % in the EU as a wholein some Member States, in particular due to the budgetary pressure resulting from austerity policies; stresses that properly resourced public education systems are essentialone of the key elements for equality and social inclusion and for meeting the targets set by SDG 4;

Recommends that Encourages Member States, according the context of education and lifelong learning for inclusion, a genuine revision of EU and Member States’ education and employment policies is necessary; highlights that education and training and skills policies should not only be adjusted to labour market demands but should also promote personal and societal development in a holistic mannero their national specificities, to ensure that national education systems provide the necessary keys for learners not only in terms of the skills required in the labour market but also in terms of knowledge, literature, history, arts and general culture, in order to ensure the development of each person and to transmit the thirst for learning to future generations;

Underlines the need to enhance coordination and to enable and optimise synergies between ESIF and other Union programmes in order to improve and modernise the quality of education and training systems in Member Statand to ensure, in close cooperation with national authorities, that they are genuinely involved in funding and modernising infrastructure, particularly in schools, using, in particular, the funds available for improving accessibility for persons with disabilities; stresses that populations in rural areas and remote regions shall have equal access to equitable quality education and lifelong learning opportunities;
