Insists that it is of paramount importance in the interests of EU citizens to guarantee the effectiveness of the protection granted them under the current system, particularly in the field of socieconomic, social and cultural rights, but also with regard to civil liberties and democratic participation, by broadening the application of the Charter; calls on the Commission, in this regard, to introduce aadopt an independent, participatory and transparent fundamental rights impact assessment in all relevant new legislative proposals for the purposes of mainstreameffectively protecting fundamental rights in all relevant policy areas;

Strongly differs with the Commission on its restrictive interpretation of Article 51(1) when assessing a number of petitions submitted to Parliament, in particular those on alleged breaches of Article 28 of the Charter on the right to collective bargaining and collective action, and reiterates strongly that the EU institutions need to respect the Charter under all circumstances and in whichever role they play, for instance; highlights that the EU institutions in the role played within the Troika, and including when they implementinged adjustment programmes that a, which were not based on primary EU law, as stated in its resolution of 13 March 2014 on the role and operations of the Troika with regard to the euro area programme countrieviolated multiple provisions of the EU Charter of Fundamental Rights;
