Argues that whistle-blowers should be free to report both internally, within the workplace, and externally, and should be protectsince organizational and other inadequacies are often such that the available internal procedures are ineffectual or counterproductive, implying that recourse has to be sought directly outside the organisation; in both cases full protection should be extended, regardless of their choice of reporting channels, nor should the latter be hierarchised;
