Amendment 40 #
Proposal for a regulation
Recital 1
(1) CompetitivenesInclusiveness, compatibility with the physical constraints of thermodynamics, sustainability and energygeopolitical security are the overarching goals of a resilient Energy Union with a forward- looking climate change policy. Energy, rather than monetary policy, is the road for building a real Union based on prosperity.

Amendment 42 #
Proposal for a regulation
Recital 2
(2) High quality, comparable, source- sensitive, up-to-date, reliable and harmonised information on natural gas and electricity prices charged to final customers are needed in order to draft Energy Union policy and monitor the Member States’ energy markets.

Amendment 44 #
Proposal for a regulation
Recital 3
(3) This Regulation aims to provide European statistics to underpin energy policies in particular towards the creation of a fully integrated internal energy market for customers. GreaterDefinitive transparency on energy costs, paying detailed methodological attention to social and environmental components of those costs that have been systematically externalized in recent history, and prices, as well as on the level of public support, should be made available to improve market integration.

Amendment 46 #
Proposal for a regulation
Recital 6
(6) The growing complexity of the internal energy market, together with a centralized model which has had as a consequence the build-up of dominant market positions, make it increasingly difficult to obtain reliable and up-to-date price data for natural gas and electricity in the absence of legally binding obligations to provide such data, in particular for the household sector.

Committee: ITRE
Amendment 50 #
Proposal for a regulation
Recital 8
(8) In most countries, data on transmission systems are available from energy regulators. However, a much larger number of data compilers are involved for distribution costs, which are essential in a decentralized concept of the energy system, and the reporting of data is considered more challenging in some Member States. Given the significance of distribution costs and the need for transparency on this matter, the collection of data must be harmonised on the basis of a sound methodology.

Amendment 52 #
Proposal for a regulation
Recital 11
(11) The information on prices charged to final customers of natural gas and electricity should enable in-depth comparisons with the prices of other energy commodities, providing an accurate picture of the whole range of costs impacting those prices, including those usually externalized.

Amendment 54 #
Proposal for a regulation
Recital 13
(13) Detailed data on the breakdown of consumption bands, including autoconsumption, and their respective market shares are an essential part of natural gas and electricity price statistics.

Committee: ITRE
Amendment 55 #
Proposal for a regulation
Recital 15
(15) The data provided to the Commission (Eurostat) on prices and conditions of sale to final customers, and the breakdown of the number of final customers by consumption in each consumption band, including those participating as prosumers in autoconsumption schemes, should provide the Commission with appropriate information to decide on appropriate measures or proposals in relation to energy policy.

Amendment 58 #
Proposal for a regulation
Recital 16
(16) A good understanding of the taxes and charges in each Member State, paying special attention to any component which is billed to the final customer as a fixed cost, is essential for ensuring price transparency. The importance of a breakdown of the data on network costs, charges, taxes, levies, and fees has been identified.

Amendment 62 #
Proposal for a regulation
Recital 19
(19) Based on a justified request from a Member State, the Commission may grant derogations to Member States in relation to those specific obligations for which the application of this Regulation to the national statistical system of a Member State requires major adaptations and is likely to lead to a significant additional burden on respondents. Such derogations should have a limited time extension and include a compulsory review as a prerequisite for renewal.

Amendment 73 #
Proposal for a regulation
Article 2 – paragraph 1 – point 4 a (new)
(4a) "Prosumers" are active energy consumers, such as households (including both owners and tenants), institutions and small businesses that participate in the energy market by producing any kind of renewable energy either on their own or collectively through cooperatives, other social enterprises or aggregations; prosumers can also contribute to energy efficiency and/or support energy system management and grid integration of fluctuating renewable energy sources through demand side response; prosumers contribute to reaching the full potential of renewable energy generation by maximising the development of photovoltaic, wind or other renewable energy projects on suitable urban areas, including rooftops, and on land areas which are not in competition with food production or with biodiversity conservation;

Amendment 79 #
Proposal for a regulation
Article 4 – paragraph 1
(1) Member States shall ensure that the data collection and compilation system is representative and sufficiently dynamic to capture information deriving from the ongoing energy transition, and particularly coming from increasingly decentralized systems, increasing rates of autoproduction and growing numbers of consumers.

Proposal for a regulation
Article 9 – paragraph 4 a (new)
(4a) A Member State requesting any extension of a granted derogation within the constraints of paragraph 3 must conduct previously a compulsory review of the situation which was object of the derogation, based on sufficient evidence, and submit it to the Commission as a part of the extension request.
