Stresses that the seas and oceans are already subject to enormous anthropogenic pressure and to the problems which that pressure causes (pollution, environmental change, climate change, over-exploitation of resources, overfishing), but that they retain major reserves of unspoilt nature and of environments that are difficult of access and hence undamaged; considers that blue growth must not therefore be pursued at the expense of the conservation of marine natural resources, the restoration of those which have been lost, and measures which are certainly and demonstrably sustainable;
