Regrets that despite the mutual interest in cooperation in the areas of foreign policy and security, which would be based on shared values and would contribute to promoting peace and strengthening the rules-based global order, the parties were not able to take advantage of this possibilityboth sides did unfortunately not agree on an institutionalised format of cooperation;

6. Deeply regrets the publication of the Northern Ireland Protocol Bill by the UK Government, considering it an unfortunate and unilateral actionilateral action in violation of international law that comes at a time when the EU and the UK should be showing more unity and solidarity than ever.
