Calls for improved regulatory impact assessment and greater transparency with regard to the extent to which draft laws take account of comments submitted during consultations by the people who will be affected by those laws, along with further measures to check that legislation is doing what it was intended to do and to identify areas where there are inconsistencies and ineffective measures ;
