4. Welcomes the extra funding for the Asylum, Migration and Integration Fund; queries if the proposed funding will be sufficient to allow for full financing of the Commission’s relocation-mechanism and resettlement-programme proposals but requires the Commission to provide transparent and up-to-date data on how these funds are used, in light of the recent Mafia Capitale corruption scandal in Italy that demonstrated how managing funds for the reception of migrants has turned migrants into a business "even more profitable than narco-traffic", as declared by a suspect during an intercepted telephone conversation; queries if the proposed funding will be sufficient to allow for full financing of the Commission’s relocation-mechanism and resettlement-programme proposals; calls the proposed funding to be in line with the number of arrivals recorded in 2015 given the increased numbers since the beginning of the year and to be based on a needs-assessment of the actual situation in terms of search and rescue, reception and procedures in each country;

6. Considers that the extra EUR 7 000 000 for Regional Development and Protection Programmes in north Africa and the Horn of Africa will be inadequate given the challenges faced in those regions; states that these funds should only be allocated to international organisations, such as the UNHCR, and NGOs and calls on the Commission to provide transparent and up-to-date data on how these funds are used and how fundamental rights of migrants are respected in third countries, beginning from the detention centres;

7. Concludes that to prevent further loss of lives at sea and to further implement the principles of solidarity and fair sharing of responsibility, greater financial resources will be required in the medium and long term to support search and rescue operations by Member States as well as a mandatory Union resettlement and relocation scheme involving a substantial number of persons much higher than the proposal presented by the Commission on 27 May 2015.
