A. whereas many present and future challenges and threats to the EU are complex and will come from inside just as much as from outside the common borders; whereas a stronger political will for resolute common and agreed action on the part of the EU and its Member States is needed in order to respond effectively to these challenges, to safeguard the EU’s values and societal model and to be a stronger global actor that is able to guarantee world security and peace among peoples; whereas the EU Global Strategy on foreign and security policy must help to pave the way for thise development of a true European political identity;

Notes that one of the primary objectives of the EU must be to guarantee the security of its citizens and of its territory while safeguarding its values and societal model and pursuing its fundamental interests. The EU must therefore ensure both its internal and its external resilience, its capacity to anticipate, pre-empt and resolve predictable threats and to be prepared to take swift action on unpredictable threats, and its capacity to recover from various types of attack, as well as safeguarding human rights globally and the security of supply of energy and raw materials;

3. Urges the EU in consequence to enhance coherent and structured cooperation, therefore, to enhance the cooperation of the Member States on defence research, the industrial base and cyber defence through pooling and sharing, in order to use defence budgets more efficiently and save available economic resources in the interest of EU citizens. The European Defence Agency’s role needs to be strengthened and its resourcin order to provide appropriate support for Member States in creased to enable it to act more effectivelyisis situations and to reduce the financial burdens on them. Member States should take more responsibility for building European capabilities and increase their military research expenditure through the EDA. Furthermore, a true European intelligence and forecasting capacity needs to be developedfor security research through the EDA;

Considers it necessary to promote greater coordination between the national intelligence services of the Member States and to develop a regulatory framework that is suitable for establishing a truly European intelligence service; takes note, in this regard, of the poor results of the sharing and coordination among intelligence services in Europol; regrets the absence of a binding obligation on Member States to ensure that relevant information is provided to Europol and to other Member States; hopes, therefore, that Europol's mandate will be strengthened and that the Member States will show greater commitment to coordinating their intelligence services;
