1. Considers that reform of the revenue side should go hand in hand with reform of expenditure and of rebates and corrections, in order to increase the European added value of EU expenditure by ensuring a visible link between expenditure and EU policies and priorities, and by supporting EU policies in the key areas of EU competence which demonstrate high potential for European added value, such as the single market, migration and asylum policies, cohesion policy, the common agricultural policy, environmental protection and climate action, energy union, common security and defence policy, and the reduction of fiscal heterogeneity in the single market, based on the recommended inations of the Monti report1; _________________ 1 Final report and recommendations of the High-Level Group on Own Resources on the future financing of the EU, adopted in December 2016. 1 but adopting more ambitious lies of action;

1. Stresses the need to substantially increas, in light of the increasing number of challenges affecting global and regional stability, that consideration needs to be given to adjusting the appropriations for EU external action under the new multiannual financial framework (MFF), while preserving the EU’s values-based foreign policy based on the values of democracy, the rule of law, respect for human rights and fundamental freedoms; welcomes the modest real-term funding increase proposed by the Commission, which needs to be preserved in the interinstitutional negotiations;

3. Reiterates that reform of the current architecture of external financing instruments should enhance accountability, transparency, efficiency and coherence; stresses that these objectives cannot be achieved without a solid governance structure that allows for political control, is strategy-driven, inclusive and accountable, and includes clear objectives, benchmarks and monitoring and evaluation mechanisms; regrets that the Commission’s proposal for the Neighbourhood, Development and International Cooperation Instrument (NDICI) contains virtually no such provisions on governance aspects and thus is not acceptable in its current form;

Recognises the need for enhanced flexibility; insists, however, that funds used under the proposed ‘emerging challenges and priorities’ cushion cannot be used to serve other objectives such as migration management and security, and that enhanced flexibility cannot come at the expense of long-term policy objectives and reduced possibilities for the European Parliament to exercise its political steering and scrutiny rights;

6. Invites the Commission to explore the possibility of drawing up a conditionality clause linking the suspension of budgetary commitments and payments concerning Union funds to Member States’ failure to meet future quota obligations under the European relocation mechanism for asylum seekers; notes that suspension of funding should only affect indirect funding to which the additionality principle applies and therefore calls for introduction of the necessary provisions to guarantee that the final beneficiaries of the Union budget can in no way be affected by breaches of rules for which they are not responsible;

Stresses the need for a greater rationalisation of administrative expenditure as regards costs for delegations, which ought to be made more efficient when their role is strategic but ought to be overhauled in other cases, cutting duplication and waste, particularly as far as rents are concerned;

Considers that expenditure from the defence cluster should only be spent on defence purposes such as the defence- related part of actions under the Connecting Europe Facility, the European Defence Fund and the Horizon Europe programme, including dual use infrastructures and assets as key enablers for a more efficient defence and for a closer civilian-military synergy.
