4a. Recognises the vital work of Human Rights Defenders in the democratic process; highlights that the situation of HRD in Vietnam has recently deteriorated and that the number of HRD arrested in 2018 is higher than the number of those arrested between 2013 and 2017; calls for the European Commission and the Government of Viet Nam for the release of all arbitrarily detained human rights, labour, religious and environmental activists, journalists and bloggers, including Tran Huynh Duy Thuc, Hoang Duc Binh, Tran Thi Nga, Le Dinh Luong, Ngo Hao, Luu Van Vinh, Ho Duc Hoa, Tran Anh Kim, Nguyen Trung Ton, Nguyen Trung Truc, Truong Minh Duc, Le Thanh Tung, Nguyen Van Duc Do, Tran Thi Xuan and Ho Duc Hoa;
