19. Notes the increased migratory pressure on the countryIs alarmed by the increased migratory pressure on the country and the condition of migrants and asylum seekers already present in BiH which is further deteriorated by the fire in the Lipa refugee camp; deeply regrets that, as reported by the International Organisation for Migration (IOM), 982 migrants and asylum seekers are stranded in the former Lipa refugee camp and exposed to immediate safety, health and protection risks, further aggravated by harsh weather conditions, while approximately other 2500 individuals are currently living in squats in forests and abandoned buildings throughout the country or en route, without access to basic shelter, hygiene services, COVID-19 screening and medical care; urges BiH authorities to provide immediate support to people exposed to these severe and life threatening conditions; calls for effective inter-institutional coordination of migration and border management in the face of a mounting humanitarian crisis; calls for equitable burden-sharing and adequate support for local communities hosting temporary reception centres; underlines the need to ensure appropriate reception conditions and to boost capacity for processing incoming migrants and asylum- seekers; urges BiH to conclude an agreement with the European Asylum Support Office (EASO); calls on the EU to step up its support to BiH’s authorities, namely with regard to operational assistance;

Welcomes the increase in EU humanitarian assistance by EUR 3.5 million of December 2020; invites the European Commission and the European External Action Service, also through the EU Special Representative for Bosnia and Herzegovina, to continue diplomatic talks with BiH authorities for what concerns the access of humanitarian aids in the country from international donors, and to facilitate the set up of additional refugee camps and emergency shelters; encourages Member States to seek ways to contribute to the management of this refugee crisis also through the opening of humanitarian corridors;

Calls on BiH to fight against discrimination in employment leading to very high unemployment rates and to step up active labour market measures aimed at reducing long-term and youth unemployment, contributing to the most acute brain drain in the region; and to substantial labour force outflow; underlines that one of the key factor contributing to unemployment is the mismatch of education curricula with labour market needs and call on the authorities to intervene on this issue;
