Expresses its concerns on Montenegro debt sustainability, taking into consideration that China accounts for more than 40% of Montenegro liabilities (which stands at 80% GDP), as well as on the growing role of China in the country, particularly when it comes to infrastructure financing, like for example in the Bar-Boljare Highway project; is concerned by debt-trap diplomacy that may force the government to hand over to the Chinese the control of strategically important assets in the case the government can't repay the granted loans by the agreed deadlines;

CTakes note of Montenegro's foreign minister Djordje Radulovic saying earlier in February that the government had not yet received a single dose of COVID-19 vaccines approved by the EU, despite requests made to EU officials; calls on the Commission and the Council to include Montenegro in joint EU procurement for vaccinations, and to allocate a sufficient amount of COVID-19 vaccines to the citizens of all Western Balkan countries; as soon as possible;
