1. NCalls for stronger involvement from national parliaments alongside the European Parliament in the democratic scrutiny of enhanced cooperation if it concerns policy areas of shared competence; notes that while the number of reasoned opinions received from national parliaments continued to fall between 2017 and 2019, withe number ofo reasoned opinions submitted to the Commission and contributions to the European Parliament, including on non-legislative initiatives, remains consistently high, which is testament to the positive and forward-looking engagement ofin 2019; recalls the important role that national parliaments can play in shaping EU policies and legislation as outlined in protocol 1 of the Treaty on the Functioning of the EU; recalls the need to further engage national parliaments within the EU policy cycle; notes that several of these submissions focused on important institutional issues such as the completion of the Economic and Monetary Union (EMU) and the activation of passerelle clause and enhance their ability to express their views on draft legislative acts;
