Amendment 24 #
Proposal for a regulation
Recital 1
(1) One of the aims of the European Atomic Energy Community (the ‘Community’)Union is to contribute to the raising of the standard of living in the Member States including by promoting and facilitating nuclear research in the Member States and complementing it by carrying out a CommunityUnion research and training programme.

Amendment 25 #
Proposal for a regulation
Recital 1 a (new)
(1a) Considering that the Treaty establishing the European Atomic Energy Community does not give co-decision powers on nuclear matters to the European Parliament, it is of utmost importance to apply a new legal basis to legislation on nuclear field to allow a more democratic and transparent process on decisions related to such an important field.

Amendment 29 #
Proposal for a regulation
Recital 2
(2) Nuclear research can contribute to social well-being, economic prosperity and environmental sustainability by improvingimprove nuclear safety, security and radiation protection. Radiation protection research has led to improvementapplications in medical technologies from which many citizens benefit and that research can now lead to improvements in other sectors such as industry, agriculture, environment and security. Equally important is the potential contribution of nuclear research to the long-term decarbonisation of the energy system in a safe, efficient and secure way.

Recital 3
(3) In order to ensure continuity of nuclear research at CommunityUnion level, it is necessary to establish the Research and Training Programme of the Community for the period from 1 January 2021 to 31 December 2025 (the ‘Programme’). The Programme should continue carrying out some of the key research activities of previous programmes, increasing the focus on research contributing to the safe decommissioning of the EU’s aging nuclear reactors, while introducing new specific objectives, and using the same mode of implementation, .

Proposal for a regulation
Recital 3 a (new)
(3a) The 2014-2020 Euratom Programme objectives related to the development of fusion energy should not be carried over in the new period considering that fusion is not a credible option for commercial electricity production before 2050 and therefore will play no role in the EU energy independence and in the fight against climate change.

Amendment 43 #
Proposal for a regulation
Recital 5
(5) The conception and design of the Programme is set against the need to establish a critical mass of supported activities. This is achieved by establishing a limited number of specific objectives focussed on safe use of nuclear fission for power and non-power applications, maintaining and developing necessary expertise, fostering fusion energy and supporting policy of the Union on nuclear safety, safeguards and security.

Amendment 49 #
Proposal for a regulation
Recital 6
(6) Fusion energy research is being implemented in accordance with the European Fusion Roadmap, which outlines the research and developments required to provide the basis for an electricity-generating fusion power plant. In the short to medium term the key step is the construction and exploitation of ITER and a vigorous fusion research programme shall complement the European activities on ITER in order to support the future ITER operations and the preparation for DEMO.deleted

Proposal for a regulation
Recital 6 a (new)
(6a) Severe nuclear accidents of different nature, including such induced by malevolent attacks, may heavily endanger human health and the environment. Therefore, nuclear safety and, where appropriate, security aspects dealt with by the Joint Research Centre (the 'JRC') should be given the greatest possible attention in the Euratom Programme.

Recital 9 a (new)
(9a) The activities developed under the Euratom Programme should aim at promoting equality between genders in research and innovation, by addressing in particular the underlying causes of gender imbalance, by exploiting the full potential of researchers of any gender, and by integrating the gender dimension into the content of projects in order to improve the quality of research and stimulate innovation. Activities should also aim at the implementation of the principles relating to the equality between women and men as laid down in Articles 2 and 3 of the Treaty on European Union and Article 8 of the Treaty on the Functioning of the European Union (TFEU).
