4. Points out that Europe's cultural heritage makes it one of the most popular tourist destinations in the world and that cultural tourism, which is of key importance in boosting growth andeconomic and social development and high quality employment, accounts for 40 % of European tourism; emphasises that, in order to maintain current tourist volumes and attract new tourists, Europe's cultural and natural heritage needs to be conserved and showcased and the right balance needs to be struck between expanding the tourism sector and protecting cultural heritage; urges therefore the Commission to adopt the European charter for a sustainable and responsible tourism as a means of giving priority to the protection of cultural and natural heritage, and to the implementation of the social responsibility principle, while furthering tourism development in the EU;

Is convinced that school tourism should be experienced as one of the most meaningful non-formal learning activities related to the school curriculum and not as an exclusive leisure time, and that it should be grounded on the values of 'responsible tourism', as a form of tourism implemented according to the principle of social and economic justice, full respect of the environment and cultures, the centrality of the local host community and its right to be a leader in sustainable tourism development and socially responsible for its own territory;

5. Asks the Commission to bolster European measures and programmes relating to cultural tourism and cultural heritage that have proved effective, to look into the feasibility of introducing a 'European cultural card' which would offer reduced entrance fees for museums, monuments, archaeological sites, libraries, theatres and so on, and to provide targeted financial supportensure the greatest added value for sustainable, cultural and responsible tourism under the relevant EU financial support instruments, including the Structural Funds., whose interventions should be logic, result oriented and consistent with the SWOT and the relevant ERDF investment priorities;
