1. Recalls the need to ensure coherence between internal and external EU policiesEU external policies and the principles laid down in Article 21 of the Treaty on European Union, such as democracy, the rule of law, the universality and indivisibility of human rights and fundamental freedoms, respect for human dignity, the principles of equality and solidarity, and respect for the principles of the United Nations Charter and international law, and stresses that targeted cultural and educational policies can support key EU foreign and security policy objectives; reiterates the role of intercultural dialogue through intergovernmental collaboration as a tool for peace building, ensuring formal and substantive equality, combating all forms of discrimination, and conflict prevention;
