Expresses its continued strong support for the programmes in the field of education and culture, and calls for the allocation of sufficient commitment and payment appropriations to ensure their proper implementation; stresses that the RAL (reste à liquider) is the consequence of faulty choices made by the institutions when establishing multi-annual programming and differentiated appropriations and calls for a swift improvement of the current situation with the aim to reduce gaps between commitments and payments, avoiding new difficulties for ongoing programmes;

Stresses that the European Fund for Strategic Investment (EFSI) must contribute substantially to investment inhas not boosted the EU economy at all and must be replaced by economic measures able to achieve the goal of noticeably improving the quality of living conditions of the EU citizens, especially those from the most disadvantaged groups; highlights that the EU´s economic approach must primarily and substantially be focused on reinforcing the areas of public education, training and research, and; takes the view that the cultural and creative sectors must be given adequate support; as the mechanisms and measures adopted by the European Union failed to tackle the huge difficulties and the structural weakness of cultural and creative micro, small and medium- sized enterprises and to effectively boost the free movement of knowledge;
