6 a. Invites the Council to formulate final country-specific recommendations that: a) encourage Member States not to include into their own budgetary laws those revenues generated by the extraction of fossil fuels; b) adopt structural reforms in respect of the subsidiarity and proportionality principle, recognising the pivotal role of regional and local authorities in the choice of economic and energy strategies affecting their territory such as the extraction of oil.
