Fa. whereas in many Member States the phenomenon of stray animals persists, which exposes the animals concerned, like those that have been bred, to forms of illegal trading, with the result that buyers who are not well informed face the same risks as those acquiring such animals from breeding centres;

1. Emphasises that the identification and registration of cats and dogs, including stray dogs in homes for stray dogs, is a crucial and necessary first step in the fight against illegal trade, and that registration and identification are key conditions for control, enforcement, and traceability;

Considers it necessary, in order to stem trafficking in companion animals, to extend the monitoring system to include abandoned and stray animals, instituting an adoption system and thus making it possible for animals to be passed on to private individuals without payment in return, after the animals have been issued with a passport;
